Ha! it really does look like Phillis. I think the whole figure from head to toe looks way too feminine with the pastel colors used and the face sculpt looks like that of an old woman.

It’s a popular misconception that this is the Joker, in fact this is 70’s icon Madam after she and Wayland Flowers decided that she should have a sex change to keep up with the times. Madam is now called “Pimp” and can be seen cracking jokes and talking trash nightly at the Apollo Theater.
