Or pinstriping in general. This technique is designed more for resin models, but could be modified for plastic figures and maybe for clothed ones. For this 1:6 Joker that Steven sculpted back in the day: I took a sheet of ordinary 3M brand adhesive 'sign vinyl'. Go into any sign shop and ask if you can buy a scrap of their black 3M vinyl. I then cut a bunch of strips, whatever the size was, maybe 1:16"? and then took them, starting at the top of the pants, and laid then all the way down the leg one at a time. The vinyl curves without wrinkling to a nice degree. If you need more flexibility - heat it up a bit with a blow dryer. Keep the dryer handy because once they are in place and trimmed, you turn the heat up to high and go all over the stripes with the dryer again. This sets the vinyl material more permanently. Then shoot the thing a couple times with dullcote and Voila - striped pants. -S

Great idea Scot, i like it.I had a similar quandary with a figure and actually got some Pinstriping Tape for Model Cars from the Hobby Store. That worked really well too!

Very cool Idea Scooter. You can't even tell by the pic , the "vinyl was added. Nice job, got a close up of his face? Does he have the stash under there?
